ECB Monetary policy decisions

The Governing Council judges that the progress on economic recovery and towards its medium-term inflation target permits a step-by-step reduction in the pace of its asset purchases over the coming quarters. But monetary accommodation is still needed for inflation to stabilise at the 2% inflation target over the medium term. In view of the current uncertainty, the Governing Council needs to maintain flexibility and optionality in the conduct of monetary policy. With this is mind, the Governing Council took the following decisions:

Pandemic emergency purchase programme (PEPP)

In the first quarter of 2022, the Governing Council expects to conduct net asset purchases under the PEPP at a lower pace than in the previous quarter.It will discontinue net asset purchases under the PEPP at the end of March 2022.

The Governing Council decided to extend the reinvestment horizon for the PEPP. It now intends to reinvest the principal payments from maturing securities purchased under the PEPP until at least the end of 2024. In any case, the future roll-off of the PEPP portfolio will be managed to avoid interference with the appropriate monetary policy stance.

The pandemic has shown that, under stressed conditions, flexibility in the design and conduct of asset purchases has helped to counter the impaired transmission of monetary policy and made efforts to achieve the Governing Council’s goal more effective. Within our mandate, under stressed conditions, flexibility will remain an element of monetary policy whenever threats to monetary policy transmission jeopardise the attainment of price stability. In particular, in the event of renewed market fragmentation related to the pandemic, PEPP reinvestments can be adjusted flexibly across time, asset classes and jurisdictions at any time. This could include purchasing bonds issued by the Hellenic Republic over and above rollovers of redemptions in order to avoid an interruption of purchases in that jurisdiction, which could impair the transmission of monetary policy to the Greek economy while it is still recovering from the fallout of the pandemic. Net purchases under the PEPP could also be resumed, if necessary, to counter negative shocks related to the pandemic.

Asset purchase programme (APP)

In line with a step-by-step reduction in asset purchases and to ensure that the monetary policy stance remains consistent with inflation stabilising at its target over the medium term, the Governing Council decided on a monthly net purchase pace of €40 billion in the second quarter and €30 billion in the third quarter under the APP. From October 2022 onwards, the Governing Council will maintain net asset purchases under the APP at a monthly pace of €20 billion for as long as necessary to reinforce the accommodative impact of its policy rates. The Governing Council expects net purchases to end shortly before it starts raising the key ECB interest rates.

The Governing Council also intends to continue reinvesting, in full, the principal payments from maturing securities purchased under the APP for an extended period of time past the date when it starts raising the key ECB interest rates and, in any case, for as long as necessary to maintain favourable liquidity conditions and an ample degree of monetary accommodation.

Key ECB interest rates

The interest rate on the main refinancing operations and the interest rates on the marginal lending facility and the deposit facility will remain unchanged at 0.00%, 0.25% and -0.50% respectively.

In support of its symmetric 2% inflation target and in line with its monetary policy strategy, the Governing Council expects the key ECB interest rates to remain at their present or lower levels until it sees inflation reaching 2% well ahead of the end of its projection horizon and durably for the rest of the projection horizon, and it judges that realised progress in underlying inflation is sufficiently advanced to be consistent with inflation stabilising at 2% over the medium term. This may also imply a transitory period in which inflation is moderately above target.

Refinancing operations

The Governing Council will continue to monitor bank funding conditions and ensure that the maturing of operations under the third series of targeted longer-term refinancing operations (TLTRO III) does not hamper the smooth transmission of its monetary policy. The Governing Council will also regularly assess how targeted lending operations are contributing to its monetary policy stance. As announced, it expects the special conditions applicable under TLTRO III to end in June next year. The Governing Council will also assess the appropriate calibration of its two-tier system for reserve remuneration so that the negative interest rate policy does not limit banks’ intermediation capacity in an environment of ample excess liquidity.


The Governing Council stands ready to adjust all of its instruments, as appropriate and in either direction, to ensure that inflation stabilises at its 2% target over the medium term.

The President of the ECB will comment on the considerations underlying these decisions at a press conference starting at 14:30 CET today.

I november 2021 utbetalades nya bostadslån för 1,9 miljarder euro, vilket är 3,1 % mer än vid motsvarande tidpunkt ett år tidigare. Av de nya bostadslånen stod investeringsbostadslånen för 180 miljoner euro. Under de 11 första månaderna av innevarande år har totalt sammanlagt 12 % mer bostadslån betalats ut jämfört med motsvarande period 2020. På grund av den stora mängden nya lån var årsökningen i det utestående beloppet av bostadslån fortfarande snabb (4,2 %) vid utgången av november 2021. Tillväxttakten har emellertid mattats av något efter juli 2021. Vid utgången av november 2021 hade de finländska hushållen bostadslån för sammanlagt 106,7 miljarder euro, varav investeringsbostadslånen utgjorde 8,6 miljarder euro. Finnish households’ drawdowns of new housing loans in November 2021 amounted to EUR 1.9 bn, an increase of 3.1% on the same month last year. Buy-to-let mortgages accounted for EUR 180 million of the new housing loans. In the first 11 months of 2021, drawdowns of housing loans have increased by 12% in comparison to the same period in 2020. Due to the high level of drawdowns, the annual growth rate of the housing loan stock remained high (4.2%) at the end of November 2021. However, the growth rate has slowed slightly since July 2021. At the end of November 2021, the stock of housing loans to Finnish households amounted to EUR 106.7 bn, of which buy-to-let mortgages accounted for EUR 8.6 bn. Kuluvan vuoden 11 ensimmäisen kuukauden aikana asuntolainoja on kokonaisuudessaan nostettu yhteensä 12 % enemmän kuin vastaavaan aikaan vuonna 2020. Runsaiden nostomäärien vuoksi asuntolainakannan vuosikasvuvauhti oli edelleen nopeaa (4,2 %) marraskuun 2021 lopussa. Kasvuvauhti on kuitenkin hieman hidastunut heinäkuun 2021 jälkeen. In accordance with the Interest Rates Act (633/1982), the reference rate for the period 1 January – 30 June 2022 is 0.0%. The penalty interest rate for the same period is thus 7.0% pa (under section 4 of the Act, the reference rate plus seven percentage points). The penalty interest rate applicable to commercial contracts is 8.0% pa (under section 4a of the Act, the reference rate plus eight percentage points). The higher penalty interest rate referred to in section 4a of the Act is applied to payments made by enterprises to other enterprises or by authorities to enterprises. Under the section 12 of Interest Rates Act, the reference rate used in defining the penalty rate is the interest rate that was applied by the European Central Bank to the last main refinancing operation prior to the first calendar day of the half-year in question and rounded up to the nearest one-half percentage point. Such reference rate is effective for the following six-month period.

Referensräntan enligt räntelagen (633/1982) är 0,0 % för tiden 1.1.–30.6.2022. Dröjsmåls-räntan för denna period är därmed 7,0 % per år (referensräntan med tillägg för sju procen-tenheter enligt 4 § i räntelagen). Den dröjsmålsränta som tillämpas i kommersiella avtal är 8,0 % per år (referensräntan med tillägg för åtta procentenheter enligt 4 a § i räntelagen). Den högre dröjsmålsräntan enligt 4 a § tillämpas på betalningar från ett företag till ett annat eller från en myndighet till ett företag. Enligt 12 § i räntelagen är den referensränta som dröjsmålsräntan ska beräknas på den rän-ta som Europeiska centralbanken tillämpat vid den sista huvudsakliga refinansieringstransak-tionen före den första kalenderdagen i varje halvårsperiod avrundad uppåt till närmast följan-de halva procentenhet. Denna referensränta ska tillämpas under de följande sex månaderna.

Korkolain (633/1982) mukainen viitekorko ajanjaksona 1.1.–30.6.2022 on 0,0 %. Viivästyskorko tänä ajanjaksona on 7,0 % vuodessa (viitekorko lisättynä korkolain 4 §:n mukaisella 7 prosenttiyksikön lisäkorolla) ja kaupallisiin sopimuksiin sovellettavaksi tarkoitettu viivästyskorko on 8,0 % vuodessa (viitekorko lisättynä korkolain 4 a §:n mukaisella 8 prosenttiyksikön lisäkorolla). Korkolain 4a §:ssä tarkoitettua korkeampaa viivästyskorkoa sovelletaan yritykseltä toiselle tai viranomaiselta yritykselle suoritettaviin maksuihin. Viivästyskoron määrittämisessä käytettävä viitekorko on korkolain 12 §:n mukaan korko, jota Euroopan keskuspankki on soveltanut viimeisimpään perusrahoitusoperaatioon ennen kunkin puolivuotiskauden ensimmäistä kalenteripäivää ja joka on pyöristetty ylöspäin lähimpään puoleen prosenttiyksikköön. Tätä viitekorkoa sovelletaan seuraavan kuuden kuukauden ajan.

Finlands Bank har fattat beslut om etappmål för sin egen investeringsverksamhet för att uppnå koldioxidneutralitet. Målet är att uppnå nettonollutsläpp i investeringsverksamheten senast 2050 och de nu uppställda kortfristiga målen säkerställer att målet uppnås. ”Vi måste redan nu arbeta för att uppnå nettonollutsläpp, fastän tidtabellen för det huvudsakliga målet ligger längre fram i tiden.
