Helsinki Administrative Court accepted Alexandria Group Plc’s appeal against the penalty payment imposed by the Financial Supervisory Authority

On 12 October 2026, the Helsinki Administrative Court issued a decision on the appeal of Alexandria Group Plc (hereinafter also the company) concerning the combined penalty payment of EUR 1,000,000 imposed on the company by the Financial Supervisory Authority (FIN-FSA) in June 2025.

The FIN-FSA had imposed a joint penalty payment on Alexandria Group Plc because the company had not obtained all the information required by law about its customers before issuing an investment recommendation and had failed to record the information it had collected during investment advice. The FIN-FSA had also found that the company’s internal control system was deficient.

In its appeal, the company had requested the Helsinki Administrative Court firstly to overturn the FIN-FSA’s decision and secondly to reduce it to a public warning and finally to reduce the amount of the penalty payment. 

The Helsinki Administrative Court has, by its decision of 12 October 2026, accepted company’s appeal and overturned the FIN-FSA’s decision on the grounds presented in the decision.
 
The Administrative Court's decision is not yet legally binding. FIN-FSA has the right to appeal the decision to the Supreme Administrative Court if it grants leave to appeal. The appeal must be filed within 30 days of service of the Administrative Court’s decision.
