Speech by President of the Republic of Finland Sauli Niinistö at the Leaders Event of the opening ceremony of the Paris Climate Change Conference on 30 November 2015

My heart is with the victims of the horrendous attacks here in Paris. As against terrorism, we need a concrete and united approach to combat climate change. We have no choice but to act, and bear responsibility.

What we need is a Climate agreement that charts a clear and predictable path towards future action on preventing global warming. An Agreement that guides us and leverages us towards a low carbon society. Small steps will no longer do. The biggest steps need to be taken by those with the biggest boots. But maximum effort has to be made also by involving those with smaller boots.

For the Paris Agreement to have real relevance, a global and operational, scientifically based long-term emissions reduction goal has to be set. A clear goal will also inspire investments and innovation, which provide new opportunities for sustainable development and growth.

Common rules on transparency and accountability are needed to monitor and ensure progress. Stocktaking is necessary every five years to set possible new targets or revisit existing ones.

As an Arctic country, we in Finland have witnessed twice as fast warming compared to global average. In a way, we are acting as a global thermometer.

Finland has shouldered responsibility from early on. As part of the EU, Finland will do her part for the EU-wide greenhouse gas target of at least 40% reduction from 1990 levels by 2030. Our Climate Change Act entered into force this June and will guide us towards reduction of at least 80% by 2050. The use of emission free, renewable energy will be increased so that its share will rise to more than 50 per cent during the 2020’s. Coal will no longer be used in energy production and the use of imported oil for domestic needs will be cut by half during the 2020’s.

As a member of the European Union, Finland stays committed to the collective goal of mobilizing 100 billion US dollars annually by 2020.

Engagement of the whole civil society is also much needed. In Finland we have come up with a citizen's climate pledge, where all who sign up, agree to decrease their own carbon footprint by half within a decade. In the end, it is up to us, the individuals to shape our own habits.

Just during these three minutes, the carbon dioxide output of human kind has increased almost with 200 000 tons. This is twenty times the weight of the Eiffel tower. Outside this venue citizens, civil society and business are waiting for our leadership on turning the curve in the fight against climate change. Also future generations will look upon us.

We have no choice but to agree on a Climate Agreement that can exclude the worst consequences of global warming. We don’t have a planet B, this is the only one.

Office of the President of the Republic of Finland Press release 13/2026 12 March 2026 President of the Republic of Finland Alexander Stubb will make a visit to Raasepori on Thursday 19 March 2026. The day will begin with an inspection of the Nyland Brigade in Dragsvik. The programme includes an introduction to the brigade’s activities in both normal and exceptional circumstances, as well as to the conscript training, such as the logistics course and the driver training course. At the end of the inspection, the President will meet with the brigade’s personnel. In the afternoon, President Stubb will visit Ekenäs gymnasium, the Swedish-speaking upper secondary school in Tammisaari. He will be interviewed by students and engage in discussions with them at a school-wide event. Next, the President will visit the vehicle manufacturer Sisu Auto in Karjaa. At the factory, he will be introduced to the company and its production of heavy-duty trucks and military vehicles. The visit will conclude

Republikens presidents kansli Pressmeddelande 13/2026 12.3.2026 Republikens president Alexander Stubb besöker Raseborg torsdagen den 19 mars 2026. Dagen inleds med en inspektion av Nylands brigad i Dragsvik. I programmet ingår en presentation av brigadens verksamhet både under normala förhållanden och under undantagsförhållanden. Dessutom får presidenten se hur beväringsutbildningen går till på en underhållskurs och på en fordonsförarkurs. Som avslutning på inspektionsbesöket träffar presidenten anställd personal vid brigaden. På eftermiddagen följer ett skolbesök på Ekenäs gymnasium. President Stubb intervjuas av studerande och samtalar med dem vid ett gemensamt evenemang för hela skolan. Nästa besöksmål är fordonstillverkaren Sisu Auto i Karis. I bilfabriken får presidenten bekanta sig med bolaget och dess produktion av lastbilar och tunga militärfordon. Dagen avslutas med ett öppet evenemang i Billnäs bruk, där presidenten kommer att träffa allmänheten från och med kl. 15.15.

Tasavallan presidentin kanslia Tiedote 13/2026 12.3.2026 Tasavallan presidentti Alexander Stubb vierailee Raaseporissa torstaina 19. maaliskuuta 2026. Vierailu käynnistyy Uudenmaan prikaatin tarkastuskäynnillä Dragsvikissä. Presidentin ohjelmassa on tutustumista muun muassa normaali- ja poikkeusolojen toimintaan sekä varusmieskoulutukseen kuten huollon kurssiin sekä kuljettajakurssiin. Tarkastuskäynnin päätteeksi presidentti tapaa varuskunnan henkilöstöä. Iltapäivällä presidentti Stubb vierailee Tammisaaren ruotsinkielisessä lukiossa Ekenäs gymnasiumissa, jossa presidentti tapaa lukion oppilaita ja keskustelee heidän kanssaan yhteisessä tilaisuudessa. Lukiolta presidentti jatkaa kuorma- ja sotilasajoneuvoja valmistavan Sisu Auton Karjaan tehtaalle. Presidentti kuulee yrityksen toiminnasta sekä tutustuu tehtaan tuotantoon. Vierailu päättyy Billnäsin ruukissa järjestettävään avoimeen yleisötilaisuuteen, jossa presidentti tapaa paikallisia klo 15.15 alkaen.

Republikens presidents kansli Pressmeddelande 12/2026 10.3.2026 Republikens president Alexander Stubb reser på arbetsbesök till London 16–17 mars 2026. Måndagen den 16 mars träffar president Stubb utrikespolitiska experter och besöker London School of Economics and Political Science (LSE). Vid LSE håller presidenten en föreläsning om ombalanseringen av den nya världsordningen i en tid av fragmentering. Efter föreläsningen kommer han att samtala med studenter. Tisdagen den 17 mars besöker republikens president tankesmedjan Chatham House, även känd som The Royal Institute of International Affairs, där han diskuterar ett intensifierat europeiskt samarbete. Dessutom kommer president Stubb och hans maka Suzanne Innes-Stubb att se utställningen Uusi puu – New Wood som visar träbaserade bioekonomiska innovationer från Finland.
