Vaikka DMA:n kohteena ovat pääasiassa Euroopan komission määrittämät kuusi "portinvartijoina" toimivaa yritystä – Alphabet, Amazon, Apple, ByteDance, Meta ja Microsoft – vähemmälle huomiolle usein jää, että se vaikuttaa myös kaikkiin yrityksiin, joilla on Euroopan unionissa digitaalista toimintaa näiden kuuden teknologiajättiläisen alustoilla ja palveluissa.

Digimarkkinasäädöksen noudattamatta jättäminen on erittäin kallis riskitekijä portinvartijayrityksille. Kolmansille osapuolille säädöksen noudattamatta jättäminen on kuitenkin yhtä riskialtista, koska ne voivat menettää tietoja, kohdeyleisöjä, tuloja ja tuotemerkin maineen, jotka seuraisivat Googlen, Metan ja muiden tarjoamien käyttäjäkuntien, tietojen ja palvelujen käyttöoikeuden menettämisestä.
