Finnish Immigration Service’s report on operations for 2023 has been published
The operating environment of the Finnish Immigration Service saw many changes in 2023. The economic downturn contributed to the reduced volumes of work-related immigration in the latter half of 2023, whereas the number of international students continued its marked increase.
Russia’s hybrid influence activities contributed to changes in Finland’s security policy. The international uncertainty was reflected in the activities of the Finnish Immigration Service. Due to the situation at Finland’s eastern border, the number of asylum seekers increased significantly within a short time period in the final quarter of the year. However, the increased number of asylum seekers in Europe was not reflected in the number of asylum seekers coming to Finland.

Changes to work-based residence permits – protection period for unemployment and new notification obligation for employers11.6.2025 10:01:11 EEST | Press release
The legislative amendments concerning residence permits on the basis of work will enter into force on 11 June 2025. In the future, a person working in Finland with a residence permit on the basis of work will have three or six months to find a new job if their employment relationship ends prematurely. The aim of the legislative amendment is to bind work-based residence permits more closely to employment and to improve the supervision of the permit.
