Finland and United States sign major agreement on cooperation in scientific research and innovation
On 28 March 2024, the Research Council of Finland and Business Finland signed a new five-year memorandum of understanding on a programme of cooperation in scientific and technological research and innovation with the US National Science Foundation (NSF).
The scope of the agreement covers all recognised branches of scientific and technological research, innovation and training supported by the parties. One of the collaboration activities will be joint funding opportunities on themes found to be topical.
Paula Eerola, President of the Research Council of Finland, said: “This agreement significantly broadens and deepens the research, development and innovation cooperation between Finland and the United States. It also nicely complements the participation of the Research Council of Finland and Business Finland in the NSF’s new Global Centers program within bioeconomy, which includes Canada, the UK, Japan and South Korea, in addition to Finland and the US.”
Nina Kopola, Director General of Business Finland, added: “This trilateral agency-level collaboration also opens up new opportunities for business customers and facilitates cooperation with the programme activities of the new NSF Directorate for Technology, Innovation and Partnerships (TIP). By seizing theme-specific joint funding opportunities, business companies can join top-level global R&D consortia and find new strategic partners as well as gain understanding of the development of future breakthrough solutions in different markets.”

The Research Council of Finland’s (RCF) Subcommittee for Thematic Research has made the funding decisions on four thematically targeted funding calls. The total funding comes to nearly 37 million euros. The targeted calls were based on the 2025 state budget, which had also allocated funding for the implementation of the multiannual plan for the use of central government R&D funding. The funded research contributes to reinforcing high-impact R&D, supporting the utilisation of research-based knowledge and promoting cooperation between the different actors involved.

The Research Council of Finland’s (RCF) 2026 winter call closed for applications on 12 November 2025, with a total of 3,185 applications submitted for Academy Project and Academy Research Fellowship funding. The Research Council of Finland (RCF) has granted a total of 9.7 million euros to 27 projects (altogether 41 subprojects) in the 2025 Proof of Concept call. The application success rate was 26 per cent. The projects start on 1 January 2026 and run for two years.
