The Digital and Population Data Services Agency’s service location in Kuopio is moving in August 2024. As from 23 August, the services will be available at Kallanranta 11.
Exceptions to opening hours
The last day of service at the current service location in Puistokatu will be Friday, 16 August. Because of the move, the service location will be closed between 19 and 22 August. As from 19 August, there will be an outdoor mailbox for customers who need to leave documents for the Digital and Population Data Services Agency. The mailbox will be placed on the right side of the front door to the new premises
However, most matters do not require a visit to a Digital and Population Data Services Agency service location and can be handled through electronic service channels or the telephone service instead. These channels are available as usual, and the change in customer service facilities will not affect their service hours. In matters requiring a visit to a service location, we recommend that you book an appointment. This way you can avoid queuing.
Services requiring a visit relocate to central government’s joint service locations
After the move, the other authorities serving customers at the joint service location of Kallanranta in addition to the Digital and Population Data Services Agency will be Metsähallitus, Defence Properties Finland, Senate Properties and Arts Promotion Centre Finland (Taike). The shared office facilities of these five government agencies will be located on the 2nd floor and their joint customer service facilities in connection with the street-level main entrance on the first floor.

The Digital and Population Data Services Agency (The Finnish Digital Agency) sees to the maintenance of the Population Information System, which is the foundation for our society, and to the digitalisation of society. The agency’s tasks include civil marriages, name and address changes, guardianship and administrative guardianship, maintenance of the Population Information System, development of solutions for electronic identification, as well as the development and maintenance of centralised support services for e-services. E-service support services include the Suomi.fi Web Service, electronic messages from authorities (Suomi.fi Messages) as well as authorisation for acting on behalf of another party (Suomi.fi e-Authorization).

Riksdagen godkände den 11 mars 2026 lagändringar enligt vilka de som uträttar ärenden digitalt i fortsättningen i första hand också får myndighetspost digitalt. Myndighetspost i pappersform förblir ett alternativ för alla. De som inte uträttar ärenden digitalt behöver inte göra något. Ändringen förutsätter ännu att lagarna fastställs innan de kan träda i kraft den 14 april 2026.

Eduskunta hyväksyi 11.3.2026 lakimuutokset, joiden mukaan digitaalisesti asioivat saavat viranomaisten lähettämän postin jatkossa ensisijaisesti digitaalisesti. Paperinen viranomaisposti säilyy vaihtoehtona kaikille. Niiden, jotka eivät asioi digitaalisesti, ei tarvitse tehdä mitään. Muutos edellyttää vielä lakien vahvistamista ja tulisi voimaan 14.4.2026.
Transition to primarily electronic official mail: information and support for citizens17.3.2026 09:30:00 EET | Press release
On 11 March 2026, the Parliament approved legislative amendments that will allow primarily electronic official mail for citizens who use digital services. Official paper mail will remain an option for everyone. If you don’t use digital services, you don’t have to change anything. This change requires the laws to be confirmed, which would enter into force on 14 April 2026.
