The final major component of the new customer information system for employment services has been successfully launched

With the completion of this latest implementation, the national customer information system for employment services has been fully renewed, and the previous system has been retired.

The fourth and final component of the new national customer information system for employment services, the Specialists’ Job Market Finland, was launched on Monday, 26 May 2025. With this reform, a new integrated system package is now in full use, covering both the customer information system used by employment authorities and the e-services used by customers. At the same time, the older systems that had previously been used alongside the new ones could be fully decommissioned.
 
"The first deployment of the new customer information system took place in March 2023. Now, two years later, we have completed a phased transition from the old system to a modern, integrated system," says Matias Vainio, Head of Unit from KEHA Centre. 
 
Personal and business customers can access the e-services of employment services via Job Market Finland. Job Market Finland is a public service platform and part of the information system package developed by the KEHA Centre. The package also includes the YA system, which receives applications from customers. Employment authorities also use the system to monitor appropriations allocated to employment services and to make decisions related to various types of support.
 
The employment services reform began within the YA system in 2021. The first implementation, which concerned the start-up grant for new entrepreneurs, was carried out in May 2022. The customer information system has been developed through parallel projects, and this fourth launch marks the conclusion of the project-based development work. The YA system supports employment authorities via payment interfaces, in accordance with financial statement data from AURA. Statutory employment services are now accessible in the Explore Administration service through a unified data structure and monitoring.
 
"The customer information system now produces clear data products and statistics for monitoring how statutory employment services are targeted and how effective they are," says Pauliina Smolander, Director of Division.
 
The development of national information system services for employment services will now continue as part of the KEHA Centre’s broader information system development efforts, in collaboration with employment authorities. The co-development process involves 45 employment areas and the Åland Labour Market and Student Service Authority (AMS). The Specialists’ Job Market Finland currently has over 6,000 users. Moving forward, the KEHA Centre will continue to enhance the customer information system, increasing the level of automation and improving system support for employment authorities.
