Yevhen Dibrov appointed as East Office’s new representative in Ukraine

East Office of Finnish Industries has appointed Yevhen Dibrov as its new representative in Ukraine, effective 1 August 2025. Dibrov brings more than 20 years of experience in economic and trade affairs, both in Ukraine and abroad. His background includes senior roles at Ukraine’s Ministry of Economy, diplomatic and trade postings in Kazakhstan and Turkey, and the past five years spent in Finland, where he accompanied Ambassador Olga Dibrova during her posting. After returning to Kyiv this summer, Dibrov brings East Office both deep knowledge of Ukraine’s institutions and a practical grasp of how Finnish companies operate, making him well-placed to support our companies on the ground.

Janne Harjunpää, CEO of East Office: Yevhen combines two things that rarely go together: deep local knowledge of Ukraine’s operating environment, and a first-hand understanding of how Finnish companies think and work. His appointment strengthens our ability to support East Office companies in Ukraine at a time when presence and continuity matter more than ever.

Yevhen Dibrov: I am honored to be appointed as the representative of East Office in Ukraine. At this critical time for Ukraine and the region, I see a unique opportunity to strengthen the economic ties between Finnish industries and Ukrainian partners. My focus will be on building long-term partnerships, supporting sustainable reconstruction, and promoting Finnish innovations in Ukraine. I look forward to working closely with both Finnish companies and Ukrainian stakeholders to create shared value and lasting impact.

East Office’s current Government Relations Director in Ukraine, Vasyl Shvets, will leave his position at the end of June at his own request. He will focus on building his own public affairs and international business advisory practice, helping companies work with governmental and international partners.

Janne Harjunpää adds: “We are thankful for the important work Vasyl has done during a challenging time. His steady presence and deep local understanding were crucial in helping East Office implement its new Ukraine strategy after 2022. He played a key role in building and maintaining our trusted presence in Kyiv, and we wish him all the best going forward”.

East Office of Finnish Industries represents and supports Finland’s leading companies in Ukraine and Central Asia. It provides strategic support, market insight, and networks to its owner companies operating or seeking to operate in the region.

In early 2023, East Office became one of the first Finnish actors to appoint its own representative in Ukraine. Since then, it has strengthened its network and expanded its presence on the ground to help Finnish companies better understand the market, build partnerships, and contribute to Ukraine’s reconstruction. In spring 2025, two East Office companies opened factories in Ukraine—the first Finnish companies to do so since the start of the full-scale war.
