How to help someone else manage their affairs via OmaKela

You can help another person manage their affairs via the OmaKela e-service if you have the right Suomi.fi mandate. The person you want to help can give you the mandate even if they do not use any e-services themselves. OmaKela offers convenient access to Kela’s services whenever it suits you best. This can be a great help when a family member or a loved one needs assistance.

You can access OmaKela (available only in Finnish and Swedish) on behalf of another adult to help them manage their affairs if you have the Suomi.fi mandate called Manage social security benefits. With this mandate, you can use OmaKela to send messages, check benefits and payments, and view decision notices and letters on behalf of the other person. You can also, for example, apply for benefits related to rehabilitation, disability allowances, pensions, medical expenses and travel costs on their behalf.

We constantly expand the number of e-services that customers can use on behalf of another person, so the range of available services will gradually grow.

“We have received a lot of positive feedback on our e-services, and we want to develop them further. For example, you will be able to apply for housing allowance for pensioners on behalf of another person in OmaKela starting from this autumn. E-services provide flexibility because you can use them whenever it is convenient for you – no matter where you are,” says Jenni Runola, who is in charge of OmaKela development at Kela.

A rapidly growing percentage of OmaKela users is accessing OmaKela on behalf of another person. The number of sessions this year has already almost reached one million. In comparison, OmaKela was accessed 1.1 million times on behalf of another person in 2024.

Safe and secure access to another person’s information with a Suomi.fi mandate

Suomi.fi mandates are a service provided by the Digital and Population Data Services Agency. A mandate can be used to authorise another person to act on your behalf in specific matters. You can grant someone a mandate in the Suomi.fi e-service. If the person who wishes to issue the mandate does not have online banking credentials or does not use any e-services, they can submit an application to the Digital and Population Data Services Agency, which will then register the mandate.

If you have been given a Suomi.fi mandate to access OmaKela on behalf of another person, you must first log in to OmaKela with your own credentials and then select Asioi toisen henkilön puolesta (Act on behalf of another person). Identity verification methods such as online banking credentials and the mobile ID are always personal, and you cannot use them on behalf of another person.

Private guardians and persons with a continuing power of attorney do not need a Suomi.fi mandate to access OmaKela on behalf of the person they are representing if their power of attorney gives them the authority to handle financial affairs as well.

If you have a standard power of attorney, you can help the other person manage their affairs by phone, at Kela service points and by mail. However, OmaKela is the most convenient option for many as you can easily find all information on the person you are helping in one place.
