Procurement of frequency containment reserves from yearly market 2026

Fingrid has made a procurement decision on the yearly market reserve quantities of frequency containment reserves for the year 2026. Decision is based on the public tender held in September. The growing needs of electricity system reserves and the changed market situation have been reflected in the volumes and prices of the reserve market.

The selected yearly market volumes and prices will decrease in all FCR reserves. In relative terms, the change will be greatest in frequency containment reserve for normal operation (FCR-N), where Fingrid decided not to procure FCR-N reserves from the yearly market, i.e. next year FCR-N will be procured from the hourly FCR-N market and from abroad.

The procurement has been carried out by minimizing total costs, but in such a way that the total procurement covers the reserve obligations of Fingrid. The lower FCR yearly market volume in 2026 combined with the increasing total FCR procurement in 2026 means higher procurement volumes from the FCR hourly market. In addition, Fingrid has been able to increase FCR cross-border trade, which also means increased business opportunities for Finnish Reserve providers. Fingrid asks all parties to review their possibilities to offer reserves during all hours with all their available capacity.

As a result of this year's tender, Fingrid will have at most the following amounts of yearly market capacity available for 2026:

  • No (0 MW) frequency containment reserve for normal operation (FCR-N)
  • 237,0 MW of the up-regulation product of the frequency containment reserve for disturbances (FCR-D up).
  • 163,0 MW of the down-regulation product of the frequency containment reserve for disturbances (FCR-D down).


The yearly market prices for 2026 are:

    • Frequency containment reserve for normal operation (FCR-N): 25,30 €/MW,h
    • Up-regulation product of the frequency containment reserve for disturbances (FCR-D up): 3,50 €/MW,h
    • Down-regulation product of the frequency containment reserve for disturbances: 6,00 €/MW,h.

The yearly market capacity compensation to be paid to reserve suppliers is determined on the basis of a tender according to the most expensive accepted offer (marginal price) separately for each reserve product.

Reserve suppliers who were not selected in the FCR yearly market competition can sell their reserve capacity on the hourly market. Participation in the hourly market is possible at any time of the year. Alla arrangemang relaterade till ändringen av Fingrids ägarstruktur har slutförts. Efter de genomförda förändringarna är den finska statens ägarandel 59,5 procent och OP Pohjola Kantaverkko Holding Ky:s andel 14,2 procent. I den första fasen av förändringen av ägarstrukturen sålde Ömsesidiga Pensionsförsäkringsbolaget Ilmarinen sin ägarandel i Fingrid på cirka 20 procent till finska staten och OP Pohjola Kantaverkko Holding Ky den 9 april 2026. I den andra fasen, som nu har slutförts, ändrades 50 st. A-aktier till B-aktier som såldes till OP Pohjola Kantaverkko Holding Ky på så sätt att en B-aktie förblev i statens ägo. Kaikki Fingridin omistusrakenteen muutokseen liittyvät järjestelyt on saatu päätökseen. Suomen valtion omistusosuus on toteutettujen muutosten jälkeen 59,5 prosenttia ja OP Pohjola Kantaverkko Holding Ky:n osuus on 14,2 prosenttia. Omistusrakenteen muutosten ensimmäisessä vaiheessa Keskinäinen Eläkevakuutusyhtiö Ilmarinen myi noin 20 prosentin omistusosuutensa Fingridistä Suomen valtiolle ja OP Pohjola Kantaverkko Holding Ky:lle 9.4.2026. Nyt toteutetussa toisessa vaiheessa 50 kappaletta Suomen valtion omistamia A-sarjan osakkeita muutettiin B-sarjan osakkeiksi, jotka valtio myi OP Pohjola Kantaverkko Holding Ky:lle siten, että yksi B-osake jäi valtiolle. Fingrid ownership structure change completed28.5.2026 14:30:00 EEST | Press release

All arrangements related to the change in Fingrid’s ownership structure have been completed. The Finnish State’s ownership share after the completed changes is 59.5 per cent and OP Pohjola Kantaverkko Holding Ky’s share is 14.2 per cent. In the first phase of the ownership structure change, Ilmarinen Mutual Pension Insurance Company sold its holding of approximately 20 per cent of the shares of Fingrid to the Finnish State and OP Pohjola Kantaverkko Holding Ky on 9 April 2026. In the second phase now completed, 50 series A shares were converted to series B shares, which were sold to OP Pohjola Kantaverkko Holding Ky, with the Finnish State retaining one B share. Fingrid on työstänyt kantaverkkopalvelun maksurakenteen uudistusta tavoitteena lisätä maksujen läpinäkyvyyttä ja kustannusvastaavuutta sekä luoda kannusteita verkon tehokkaampaan käyttöön. Samalla hillittäisiin kantaverkon pidemmän aikavälin investointitarpeita ja nopeutettaisiin verkkoliityntöjä. Uudistuksen vaikutusarvioselvitys on valmistunut, ja siitä voi antaa palautetta 14.8.2026 saakka. Vaikutusarvioselvityksen esittelytilaisuus järjestetään 8.6.
