Kela’s updated Code of Conduct for Suppliers introduces more comprehensive sustainability requirements

Kela has updated its Code of Conduct for Suppliers. The new version of the Code applies to all new procurement contracts.

Kela has updated its Code of Conduct that concerns procurements. The Code applies to companies that supply Kela with goods and services. In the Code, Kela sets minimum standards for sustainability that all suppliers and their subcontractors must comply with. The Code will be incorporated into all of Kela’s calls for tenders and procurement contracts.

“Our goal is to be a pioneer in sustainable procurement that drives meaningful impact. Our revised Code establishes the ambitious sustainability standards that all partner organisations are expected to uphold,” says Mirke Turunen, Head of the Procurement Unit at Kela.

Kela’s annual procurement expenditure can amount to as much as EUR 1.5 billion, reflecting the scale of our operations. Kela’s procurements include rehabilitation services and other benefit-related services, IT services and supplies as well as various goods, works, and service contracts.

“Supply chains can involve significant environmental and human rights risks. By requiring compliance with our Code of Conduct, we strengthen our ability to monitor and manage these risks more effectively,” says Noora Fils, who is in charge of procurement development at Kela.

New themes introduced in the Code of Conduct

Kela’s procurements affect both people and the environment in many ways. The revised Code of Conduct sets higher expectations for suppliers, especially in terms of environmental sustainability and ethical practices. Requirements for social sustainability have also been clarified.

New themes introduced for environmental sustainability include the sustainable use of water resources and the responsible sourcing of raw materials, as well as commitments to animal welfare and the protection of biodiversity.

“Our updated Code of Conduct also covers the responsible use of new technologies, which also plays an increasingly important role in procurements,” says Petra Elomaa, Chief CSR Specialist at Kela.

In addition to the general Code of Conduct, Kela sets sustainability criteria for its procurements on a category-specific basis. Monitoring and collaboration with partner organizations are also essential during the contract term to ensure compliance with sustainability requirements.

Kela published its updated Code of Conduct for Suppliers on 31 October 2025. The new Code applies to upcoming procurements and new procurement contracts.

The validity period of the European Health Insurance Card (EHIC) will be extended to five years. This does not require any action from customers, as Kela will automatically renew EHIC cards at the end of their validity period. There may be a short break in the delivery of new cards. If you do not have an EHIC card, we recommend that you apply for it well in advance of your planned travel dates.
