Kela piloting assisted authorisation with Suomi.fi mandates – give someone else permission to act on your behalf in OmaKela and MyKanta

You can now grant a Suomi.fi mandate in person at Kela’s service points in Kuopio and Lahti if you do not have online banking credentials or a Mobile ID. With a Suomi.fi mandate, a trusted person can act on your behalf for example at pharmacies and in the e-services of social welfare, healthcare and tax authorities. The pilot study on assisted authorisation will run until the end of August 2026.

You can now grant Suomi.fi mandates for pharmacy transactions, Suomi.fi Messages and the e-services of social welfare and healthcare providers at Kela’s service points in Kuopio and Lahti. Suomi.fi mandates are digital authorisations (powers of attorney) that allow someone else to act on your behalf in e-services such as OmaKela, MyKanta and MyTax, as well as the e-services of some public and private social welfare and healthcare providers. The assisted authorisation process that is offered at the two Kela service points mentioned above is intended particularly for persons who cannot grant a Suomi.fi mandate online because they do not have online banking credentials, a Mobile ID or access to a computer or smartphone or who do not know how to do it online. The pilot study will be carried out at Kela’s service points in Kuopio and Lahti between 16 March and 31 August 2026.

“We want to make sure that all customers can easily grant Suomi.fi mandates even if they cannot use e-services. With the help of a mandate, a trusted person can act on our customer’s behalf in various e-services regardless of time or place, which can make daily life much easier,” says Vanessa Koskipalo, Coordinator in Kela’s Customer Relations Unit.
 
Granting a mandate means that the person who gives the mandate decides what the named trusted person can do on their behalf and how long the mandate will be valid. The person who grants the mandate can also revoke or stop the mandate at any time before it expires if they want to do so. When a customer grants a mandate at a Kela service point, the specialist helping the customer will make sure that the customer understands what granting a mandate means and that they do it voluntarily.

Book an appointment to grant a mandate at Kela’s service points in Kuopio and Lahti

You can grant a mandate in person at Kela’s service points in Kuopio and Lahti, but you need to book an appointment to do so. You can book an appointment by calling our customer service at 020 634 2650 (Monday to Friday 9–16) or at a service point.

You can grant a mandate in person with an appointment at these two Kela service points:

  • Kuopio: Suokatu 40 (Mon–Fri 12–16)
  • Lahti: Kirkkokatu 12 (Mon–Fri 9–12)


The person granting the mandate must fill out a mandate form that you can get at a service point or print off Kela’s website in advance. Kela employees at the participating service points can help you with filling out the form if necessary. 

To grant a mandate, you have to visit one of the participating service points in person with official proof of your identity. The person you are granting the mandate to does not have to go to the service point with you, but they must be aware that you are granting them the mandate and you must know their full name and personal identity code.

The mandate will take effect immediately. This means that your trusted person can start acting on your behalf right away after you have granted the mandate. When your trusted person wants to use their Suomi.fi mandate to act on your behalf, they must first log in to OmaKela, MyKanta or other e-services with their own credentials. After they do so, they can act on your behalf in the e-service as allowed by their mandate.

Safe and secure access on another person’s behalf with a Suomi.fi mandate

Suomi.fi mandates are a service provided by the Digital and Population Data Services Agency (DVV) that offer a secure way to act on behalf of another person. A mandate will make it easier for someone else to help you if your age or a medical condition or disability makes it more difficult for you to access certain services. Suomi.fi mandates are a great help also if you do not have an electronic identification token (such as online banking credentials) or you need help with the use of digital services.
