Digital and Population Data Services Agency seeking a technical implementation partner for the new Suomi.fi Wallet

In 2027, the Digital and Population Data Services Agency will launch a new Suomi.fi service named the Suomi.fi Wallet. The Suomi.fi Wallet, which will operate on smart devices, will improve secure digital services in Finland and Europe. The Digital and Population Data Services Agency is now looking for a partner for the technical implementation of the mobile application and its background systems.

The Suomi.fi Wallet functions will include strong identification online, creation of electronic signatures, and sharing of data about oneself reliably and securely in different services in Finland and throughout the EU. The Suomi.fi Wallet can be used by Finnish citizens and persons permanently residing in Finland. Downloading the application will be free of charge and its use will be optional.
Tendering process for the wallet application template to continue until the end of June
The Digital and Population Data Services Agency has published a call for tenders to find a technical solution provider for the key parts of the Suomi.fi Wallet, i.e. the background systems and the actual mobile application. Tenders must be submitted by 22 June 2026.
“The current competitive tendering process is a significant stage in the implementation of the Suomi.fi Wallet. We want to find the best possible partner for developing a Finnish wallet solution, says Project Manager Anssi Ahlberg from the Digital and Population Data Services Agency.
The Digital and Population Data Services Agency is currently preparing processes and functionalities related to the use and control of the wallet and electronic signatures. In addition, the Digital and Population Data Services Agency and the National Police Board are working together to develop a digital identity card that can be used with the Suomi.fi Wallet.
Finalisation of EU legislation to affect publication schedule
The eIDAS Regulation, which was amended in 2024, obliges all EU countries to produce their own wallet applications that can be used throughout the EU. According to the regulation, European wallet applications must be launched no later than in December 2026.
Before the launch, however, the technical components of the wallet application must be certified or audited in accordance with common EU requirements. The final implementing acts for the eIDAS Regulation, which will also affect the certification criteria, have not yet been published.
The aim is for the wallet applications of different countries to operate throughout the EU. This means that their interoperability will require the completion of a common set of criteria before the applications can be deployed. The aim of the Digital and Population Data Services Agency is to complete the actual development of the Suomi.fi Wallet by the end of this year so that the certification process can be initiated as soon as possible.
“The launch schedule for the Suomi.fi Wallet will depend on when we can initiate the wallet certification and audit processes. The application can be successfully launched next year if we receive the requirements well in advance this year,” Anssi Ahlberg says.
Digital Identity Wallets are a common way for the EU to improve the reliability and smoothness of transactions in the European single market. The Digital and Population Data Services Agency will implement Finland’s first wallet application in accordance with the eIDAS Regulation, i.e. the Suomi.fi Wallet, and will grant the digital identifiers of users to the wallet. Other public or private actors may also produce various certificates that can be used with the Suomi.fi Wallet.
