Pilot study on assisted Suomi.fi authorisation continues in Kuopio and Lahti – Kela preparing expansion to more service points

Kela launched a pilot study on assisted Suomi.fi authorisation at its service points in Kuopio and Lahti in March 2026. The pilot was scheduled to end at the end of August, but Kela has decided to continue it based on the experiences gained and expand it to new service points in spring 2027.

 “There are customers who want to but cannot grant a Suomi.fi mandate to a trusted person online to let that person manage their Kela-related matters on their behalf. For example, the customer may not have online banking credentials, or the process may be too difficult for them. Assisted authorisation offers these customers a safe and easy alternative for granting a mandate because they can do it at a Kela service point,” says Vanessa Koskipalo, Coordinator at Kela.

Book an appointment to grant a mandate at Kela’s service points in Kuopio and Lahti

Kela currently offers its assisted authorisation service for granting a Suomi.fi mandate at Kela service points in Kuopio and Lahti by appointment. You can book an appointment by calling our customer service at 020 634 2650 (Monday to Friday 9–16) or at a service point.

You can grant a mandate in person with an appointment at these two Kela service points:

• Kuopio: Suokatu 40 (Mon–Fri 12–16)
• Lahti: Kirkkokatu 12 (Mon–Tue and Thu–Fri 9–12)

The person granting the mandate must fill out a mandate form that you can get at a service point or print off Kela’s website in advance. Kela employees at the participating service points can help you with filling out the form if necessary. 

You must book an appointment in advance if you want to use the assisted authorisation service to grant a mandate. You must also show an official form of identification at the service point to confirm your identity. The person you are granting the mandate to does not have to go to the service point with you, but they must know that you are granting them the mandate, and you must know their full name and personal identity code.

When a customer uses the assisted authorisation service to grant a mandate, the specialist helping the customer will make sure that the customer understands what granting a mandate means and that they do it voluntarily.

“Granting a Suomi.fi mandate to a trusted person will often make it easier for them to help you. A mandate is particularly useful if you need a trusted person’s help with managing your matters for example due to illness, disability or a functional impairment. The person who grants the mandate gets to decide its content and when it will expire,” says Koskipalo.

Suomi.fi mandates are digital powers of attorney offered by the Digital and Population Data Services Agency (DVV) that you can grant to a trusted person to allow them to manage your matters safely in various e-services. A trusted person can also manage your Kela-related matters by phone, at a service point or by mail if you grant them a traditional power of attorney.
