The Digital and Population Data Services Agency has issued a public notice regarding persons who may be presumed deceased but whose death has not been officially recorded in the population information system. The public notice mainly concerns people over 100 years old who reside abroad and about whose later life the authorities have no information.

Persons mentioned in the public notice are requested to register with the Digital and Population Data Services Agency no later than 22 January 2027 at 16.15. All relatives of the persons in question are also asked to contact the agency within the same time limit if they have information regarding whether the person in question is alive or deceased.

If no legal impediment arises within the time limit, the persons will be declared dead in accordance with the Act on declaration of death.

Why is old and incomplete population information being investigated?

The Digital and Population Data Services Agency issues a similar public notice annually as part of ensuring that data in the population information system are up to date. The process concerns persons for whom the authorities have no information regarding, for example, their current address, family members or guardian.

“The reliability of the population information system is the foundation of Finnish society. The information is used by, among others, government agencies, healthcare providers, the pension system, and banks. This is why investigating old and incomplete information is also important,” says District Registrar Saija Lyytinen.

Previous public notices have attracted widespread interest, particularly among relatives, local history enthusiasts and genealogists.

The public notice will be available until January

The public notice has been issued on 14 October 2026, and it can be viewed until 16.15 on 22 January 2027. The persons whom the public notice concerns, as well as those who have information on them, are deemed to have been informed of the public notice on the seventh day following its publication, i.e. 21 October 2026.

The public notice and instructions can be found here. (In Finnish)
