Finland and Estonia have expanded the automatic exchange of information between population registers
3.11.2026 06:10:00 EET | Digi- ja väestötietovirasto | Press release
The Digital and Population Data Services Agency and the Estonian Ministry of the Interior have expanded the automatic exchange of information between the Finnish and Estonian population registers. With this expansion, changes in the address information of Finnish and Estonian citizens are now automatically transferred between these countries’ population registers.

Address changes are automatically updated between countries
The Finnish Population Information System will automatically receive data on Finnish citizens who have previously moved to Estonia and registered as residents there if they move
- within Estonia to another address
- from Estonia to abroad
- from abroad to Estonia.
Similar data will also be transferred from the Finnish Population Information System to the Estonian population register. The Estonian population register receives information on Estonian citizens registered in Finland if they move
- within Finland to another address
- from Finland to abroad
- from abroad to Finland.
Improved data updates and user experience
The expanded exchange of address data further improves the reliability and up-to-datedness of the data in the population registers of both countries. This automatic data transfer started on 20 October 2026.
– The exchange of population register data between Finland and Estonia is expanding to also cover the address changes of our citizens living in the other country. This makes it more likely that letters sent from Finland by authorities and other organizations reach the correct address when the sender or recipient does not use digital mail. In the future, Finns living in Estonia no longer need to separately notify the Digital and Population Data Services Agency when they move within Estonia, says Deputy Director General Timo Salovaara from the Digital and Population Data Services Agency.

What is this about?
Finland and Estonia concluded a treaty on the smoother exchange of information between their population registers in September 2022, and it entered into force on 1 May 2024. In its first phase, which began on 15 April 2025, the data exchange concerned data on deaths. Since early December 2025, migration data have also been transferred automatically between the countries. All earlier cases were also reviewed at the same time.
In line with the plan on the gradual implementation of the treaty, the exchange of information has now expanded to include changes of address within either country. This exchange of information only applies to Finnish citizens living in Estonia and Estonian citizens living in Finland.
In the future, the exchange of information under the treaty will also be expanded to include name changes and changes in family relationship data.
