MFA: Finland to attend joint EU crisis management and hybrid threats exercise

Finland will participate in the EU Integrated Resolve (EU IR 20) Exercise, which will be held between 21 September and 4 December 2020.

The aim of the exercise is to improve the EU’s capacity to respond to crises. The exercise will focus on crisis management and hybrid threats. It will be based on a fictitious scenario that reflects today's multifaceted crises. The exercise will include simulation of the planning and establishment of military and civilian crisis management operations as well as of decision-making on them and response to hybrid threats. Member States are expected to respond to various feeds in a fictitious operating environment.

The exercise is now conduced for the fifth time, the previous one was held in 2018. The European External Action Service plays a central role in conducting the exercise together with other EU actors and all Member States of the EU. Due to the COVID-19 pandemic, less people than normally are engaged in the preparation and conduct of the exercise in various EU institutions. In Finland, the exercise will be conducted through cross-government cooperation by the Ministry for Foreign Affairs, the Ministry of Defence, the Defence Command, the Ministry of the Interior, the Prime Minister's Office, and the Permanent Representation of Finland to the EU in Brussels.

Enligt den av Finlands ambassad i Moskva beställda enkätundersökningen förhåller sig en dryg tredjedel av de ryssar som svarade på enkäten positivt till Finland. För ett år sedan uppgav ungefär hälften att de är positiva till Finland. Enligt enkätundersökningen har Finlands rykte försämrats främst av att ryska medier har gett en felaktig och negativ bild av Finlands Natomedlemskap. Ungdomarnas inställningar till Finland är positivare.
