Today in Madrid, before the beginning of the NATO Summit, we had a thorough meeting with President of Türkiye Recep Tayyip Erdoğan and Prime Minister of Sweden Magdalena Andersson, facilitated by Secretary General of NATO Jens Stoltenberg.
As a result of that meeting, our foreign ministers signed a trilateral memorandum which confirms that Türkiye will at the Madrid Summit this week support the invitation of Finland and Sweden to become members of NATO. The concrete steps of our accession to NATO will be agreed by the NATO Allies during the next two days, but that decision is now imminent.
Our joint memorandum underscores the commitment of Finland, Sweden and Türkiye to extend their full support against threats to each other’s security. Us becoming NATO Allies will further strengthen this commitment.
Over the past weeks, Türkiye has raised its concerns over the threat of terrorism. Finland has constantly taken these concerns seriously. Finland condemns terrorism in all its forms and manifestations. As a NATO member, Finland will commit fully to the counterterrorism documents and policies of NATO.
As we enhance our cooperation on counterterrorism, arms exports and extraditions, Finland naturally continues to operate according to its national legislation.
I am delighted to conclude this stage on Finland’s road to NATO membership. I now look forward to fruitful conversations on Finland’s role in NATO with our future Allies here in Madrid.

Samtalet var en uppföljning av mötet i Oslo den 20 oktober och det fördes i samråd med Ukraina. President Stubb och statsminister Støre tog initiativ till samtalet för att diskutera Rysslands anfallskrig mot Ukraina samt de diplomatiska insatserna för att få slut på kriget och främja fred och stabilitet i Europa. Finland och Norge är grannländer till Ryssland. De är starka stödjare av Ukraina. Syftet med samtalet var att direkt förmedla budskap om framtida förhandlingar för att få ett slut på kriget till president Putin. Puhelu oli jatkoa Oslossa 20. lokakuuta pidetylle tapaamiselle. Puhelun valmistelussa konsultoitiin Ukrainaa. Presidentti Stubb ja pääministeri Støre tekivät aloitteen puhelusta keskustellakseen Venäjän hyökkäyssodasta Ukrainassa sekä diplomaattisista pyrkimyksistä sodan päättämiseksi ja rauhan ja vakauden edistämiseksi Euroopassa. Office of the President of the Republic of Finland Press release 66/2026 27 October 2026 President of the Republic of Finland Alexander Stubb and Prime Minister of Norway Jonas Gahr Støre made a phone call with President of Russia Vladimir Putin on Tuesday 27 October in Helsinki. The call was a follow-up of the meeting in Oslo on 20 October and held in consultation with Ukraine. Stubb and Støre initiated the call to discuss Russia’s war of aggression against Ukraine and the diplomatic efforts to end the war and promote peace and stability in Europe. Finland and Norway border Russia. They are firm supporters of Ukraine. The aim of the call was to convey messages directly regarding future negotiations to help to end the war to President Putin. President Stubb deltar i invigningsceremonin för det akademiska läsåret vid College of Europe, där han håller huvudanförandet. I sitt tal kommer han att behandla Europas framtid. Under besöket träffar presidenten också högskolans ledning och studerande. College of Europe grundades 1949 och erbjuder masterutbildning inom Europastudier med inriktning på ekonomi, juridik och statsvetenskap.
