Olli Rehn on leave of absence

Governor of the Bank of Finland Olli Rehn requested the Parliamentary Supervisory Council to grant him a leave of absence to begin at the time he is appointed as a candidate in the 2024 Finnish presidential election. The Parliamentary Supervisory Council granted Rehn a leave of absence in accordance with his request. The leave of absence began on 23 September 2023 and will last until 30 January 2024.
During Rehn’s leave of absence, the duties of Governor of the Bank of Finland will be discharged by Deputy and Acting Governor Marja Nykänen. Rehn has appointed Member of the Board of the Bank of Finland Tuomas Välimäki to act in his absence as a member of the Governing Council of the European Central Bank. The deputising Member of the Board of the Bank of Finland will be Adviser to the Board Kimmo Virolainen, in accordance with the order of precedence in deputising for Board members decided by the Parliamentary Supervisory Council.

In October 2023, non-financial corporations (excl. housing corporations) drew down new loans1 from banks operating in Finland to a total of EUR 1.3 billion – the smallest amount in October since 2010. The average interest rate on new corporate loans was 5.70%, up 0.18 percentage points on September 2023. Due to the low level of drawdowns, the stock of corporate loans (EUR 58.5 billion) contracted in October by 3.0% from a year earlier. The largest rise in the average interest rates on new corporate loans was seen in the category of large corporate loans, i.e. loans of over EUR 1 million. The average interest on these loans rose by 0.15 percentage points from September, to stand at 5.44% in October 2023. The average interest on small loans of less than EUR 250,000 was 6.32%, and the average interest on medium-sized loans (over EUR 250,000 and up to EUR 1 million) was 6.19%. I oktober 2023 utbetalades nya företagslån1 (exkl. bostadsbolagslån) av banker med verksamhet i Finland till ett värde av 1,3 miljarder euro. Det är det minsta statistikförda utbetalda beloppet för oktober sedan 2010. Genomsnittsräntan på nya företagslån var 5,70 %, vilket är 0,18 procentenheter högre än i september 2023. På grund av den svaga efterfrågan i oktober 2023 minskade det utestående beloppet av företagslån (58,5 miljarder euro) med –3,0 % jämfört med ett år tidigare. Genomsnittsräntan på nya företagslån steg mest i kategorin för stora lån på över 1 miljon euro. Genomsnittsräntan på dessa stora lån steg med 0,15 procentenheter från september och var 5,44 % i oktober 2023. On 7 September 2023 the Governing Council of the European Central Bank adopted Guideline (EU) 2023/2415) on a new-generation Trans-European Automated Real-time Gross Settlement Express Transfer system (TARGET) amending Guideline (ECB/2022/8), (ECB/2023/22). The Bank of Finland has made corresponding additions and changes. The rules can be found in the collection of rules governing the TARGET- Suomen Pankki system, see Bank of Finland rules for counterparties and customers. These rules will come into force on 20 November 2023.
