New consumer credit providers and consumer credit intermediaries to come under the supervision of the Financial Supervisory Authority
New consumer credit providers and consumer credit intermediaries will come under the supervision of the Finnish Supervisory Authority (FIN-FSA). At the same time, the obligation to register as a credit provider is also extended to cover some of the FIN-FSA’s present supervised entities that provide consumer credits.
On 5 December 2025, Parliament approved the Government's proposal for legislation amending the Consumer Protection Act and for an Act on Certain Consumer Credit Intermediaries as well as related Acts, which the President has approved on 16 January 2026.
The following entities, both domestic and foreign, will become subject to the registration obligation and will thereby come under the supervision of the FIN-FSA:
- traders providing consumer credit as their main business, where the credit provided is interest-free and free of charges
- traders providing consumer credit only as a side business to finance the purchase of the consumer goods they sell, excluding micro-enterprises and SMEs whose credit is interest-free and free of charges, and
- traders intermediating consumer credit, excluding credit institutions as well as micro-enterprises and SMEs that engage in credit intermediation as a side business only to finance the purchase of the consumer goods they sell.
In addition, the registration obligation is extended to all supervised entities of the FIN-FSA that grant consumer credit, excluding credit institutions and payment institutions where the payment institution grants credit related to payment services.
Entities listed above who intend to continue granting or intermediating consumer credit in accordance with chapter 7 of the Consumer Protection Act after the legislative amendments enter into force on 20 November 2026 must register with the FIN-FSA by that date.
The Act on Certain Consumer Credit Intermediaries sets out conditions for the registration of consumer credit intermediaries. The FIN-FSA will accept registration notifications from 20 March 2026. Applications received no later than 20 May 2026 will be processed by the time the Act enters into force.
After the publication of government decrees pursuant to the Act the FIN-FSA’s website will be updated to provide more detailed information about the registration procedure for consumer credit intermediaries and providers, and about the types of activities that require registration as a credit intermediary. The FIN-FSA will also update its website in response to questions it receives and aims to answer the most frequently asked questions in a summarised form on its website.

Despite expectations, the Finnish economy has not picked up, although business confidence, among other things, has continued to rise. In addition to economic apathy, the financial sector's operating environment is threatened by the weak state of public finances, geopolitical risks, and concerns about the sustainability of securities prices. The capital position of the Finnish banking sector remained strong in the third quarter, however, even though a decline in net interest income weakened the financial result. The solvency of the employee pension and insurance sectors also remained strong as investment returns improved; despite the risks, market sentiment remained predominantly positive.
